The 5th Alkharafi International Regatta 20th - 24th November 2006 Notice of Race 1.VENUE THE 5th ALKHARAFI INTERNATIONAL REGATTA WILL BE HELD FROM 20th to 24th November At the Kuwait Sea Sport Club (KSSC), Salmeya, Kuwait. 2.ORGANISING AUTHORITY
The Regatta will be organized by the (KSSC) the official and the only representative of Kuwait Sailing Federation.
3. Official Language:
English will be the official language of the regatta.
4- Rules:
The regatta will be sailed under the: ·2005 - 2008 ISAF Racing Rules of Sailing ( R.R.S ) ·The IODA class rules · The ILCA class rules ·The Notice of Race, including amendments · The Sailing Instructions and any amendments ·In the event of conflict between the notice of race and the sailing instructions, the latter shall prevail. ·THE PRESCRIPTIONS OF THE KUWAIT SAILING FEDERATION WILL NOT APPLY ·Any subsequent changes/addendum made by the race Committee OR Jury SHALL BE MADE WITH THE APPROVAL OF THE ORGANISING AUTHORITY.
· ADVERTISING: The Regatta is a category C event in accord with ISAF regulation 20. Competitors may be required to carry advertising for event sponsors. ·All Advertising shall be in accordance with Kuwait moral and culktural code which bans the advertising of Alcohol.
5. International Jury
An International jury will be appointed in accordance with RRS 90 (b) AND APPENDIX N.The decisions of the Jury ARE FINAL AND NOT SUBJECT TO APPEAL AS PROVIDED IN RRS 70.4.
6. Competing Classes The following classes will be eligible to compete in the Regatta. ·Optimist ·Laser Standard ·Laser 4.7
7. Eligibility
Competitors shall comply with the ISAF REGULATION 19. Competitors in the optimist class must be born in 1991 or after. Competitors in the 4.7 class must be born in1988 or after.
8. Entries

·Late entries may be accepted after the entry closing date at the Discretion of the organizers.
9.Sailing Instructions
The Sailing Instructions will be available upon Registration from the Race Office or in our website.
10.Penalty System
Rules 44.4 and 44.2, the two-turns penalty will apply.
11. Boats & Equipment
11.1Optimist & Laser Class: KSSC has a limited number if boats Available for charter free of charge. And will be supplied as complete Hulls only. They will be distributed on a first come first serve basis , A REFUNDABLE damage deposit of USD 100 must be paid UPON registration To receive the chartered optimist & Laser BOATS. 11.2 The organizing committee will provide: lasers: Hull, Rudder, Centerboard. Laser sailors are required to bring their own sails, lines, tillers and extensions. Optimists: Hull, Rudder and Centerboard.
12. Team Support Boats:
12.1 Organizing committee will provide boats for team leaders and coaches, if interested, for 500 USD for the whole racing period ( including petrol) 12.2 Team leaders, coaches and other support personnel shall stay outside area where boats are racing from the time of the preparatory signal for the first class to start, until all boats have finished or the race committee signals a postponement, general recall or abandonment. 12.3 Support boats shall be marked with their national flags.

14. Scoring
The ISAF Low - Point Scoring System Appendix A will apply. At least 3 races shall be completed to constitute a series. When fewer than 4 races have been completed a boat’s series score shall be the sum of her race scores. When 4 or more races have been completed, a boat’s series score shall be the total of he race scores excluding her worst score.
15. Racing Area The racing area will be approximately 5 minutes sail from the Launching area on the open sea in front of KSSC beach.
16. Courses Courses will be trapezoid.
17. Liability
All those taking part to this event do so at their own risk and responsibility. The Organizing Committee and any party involved with the organization of this event disclaim any and every liability whatsoever for loss, damage, injury or inconveniences that might occur to persons and/or goods both afloat and ashore as a consequence of participation covered by this notice of race. Your attention is drawn to ISAF RRS Rule 4, Decision to Race, which states, “the responsibility for a boat’s decision to participate in a race or continue racing is hers alone”.
18. Accommodation
Accommodation can be made at various hotels around Kuwait City. KSSC also has facilities which will provide free accommodation for Sailors only in a small hotel beside the KSSC. Coaches, Team Leaders, Administrators will be charged 100 USD per day.
19. Food 18.1 Breakfast and diner are provided by the hotel . 18.2 Packed lunch will be provided by the organizing committee after each racing day.
20. Prizes
· The International Alkharafi Championships laser standard 1st 2nd 3rd · The International Alkharafi Championships laser 4.7 1st 2nd 3rd · The International Alkharafi Championships Optimist 1st 2nd 3rd · More prizes 1st Arab 1st Gulf 1st Kuwait of each group.
3000 US$, 2000 US$ 1000 US$ for the first three positions in Laser Standard class International level. Value trophies for the top three winners in Laser 4.7 &optimist class. In Addition to wonderful prizes, there will be trophies for the first female and the youngest competitor in both Optimist and Laser classes.
21. Visas
All participants must be in possession of fully valid passports. Along with Entry form, please send us a clear copy of passport including: name, pass. Number, expiry date, date of birth, place of birth, address and place of issuing. The regatta organizing committee will apply for your entry visa into Kuwait. Visas are required from all entrants except Nationals of GCC states.
22. Social Event Programs:
Opening and closing ceremonies are scheduled. Other social events will be planned as part of the regatta social programs. The programs will be posted on the official Notice Board at the regatta site.
23. Flight ARRANGEMENTS:
After all the regattas held in the previous years, we found that making your own flight arrangements is easier. Please send us full details of your flights as soon as you book them.
24. Climate
Kuwait lies on the Arabian Gulf. The weather during the months of December to February is relatively cold with temperatures around 10/15 C. the wind is mostly north with a little shift now and then. The average speed is 5/20 knots at this period of the year.
